Sign out of iTunes.
Sign into the App Store.
Sign into iTunes.
Accept the iTunes Terms.
Close both App Store and iTunes.
Open Terminal
Run the following command: sudo find /private/var/folders -type d -name com.apple.appstore -exec rm -rf {} ;
Input password when prompted.
Run this command to reboot your mac: sudo reboot
After reboot open App Store and try to purchase a app.

This is not malicious software however you cannot download the software from the app store therefore the pop up message will show up in all cases.
